  1. Any building in Judea and Samaria and East Jerusalem is good. Any excuse to build is good. The more Jews that live past the Green Line, the less likely it is that there will be a mass expulsion. This is kabuki theater for the US and its 3 billion per year. Nothing more. Israel does a good faith gesture while keeping these terrorists under very strict conditions; they can't go wherever they want once released. If they are caught outside their designated zones, they go back to prison. Nothing gets accomplished. Status quo continues. Abbas complains and demands mass boycotts. Everyone ignores him; even Europe is going to back off its "bombshell" settlement decision once it figures out how to save face. The PA's aid money from European donors continues to decline. Jews continue to move to Judea and Samaria.
