Tosefos (Bava Basra, ibid.) writes that there were better candidates and Tosefos Yeshonim maintains that the Yehoshua ben Gamla who is praised by the Gemara is different than the Yehoshua ben Gamla whose wife tried to buy him the position of kohen gadol. This second Yehoshua ben Gamla was entirely unfit to be kohen gadol.
