We find this concept by the tefillah of Neilah. The Rambam (Hilchos Tefillah 1:7) says that the rabbanan instituted one more tefillah in order to add beseeching. Similarly the Yerushalmi in Ta’anis 4:1 says that the tefillah of Neilah is derived from the pasuk, “ki sirbu tefillah – when you will add a tefillah.” It should result from this that if one has not davened the other tefillos on Yom Kippur, he may not daven Neilah only – since the essence of Neilah is to add more davening.
