EU Directive to Humiliate Israel on East Jerusalem and Settlements

The new EU directive, effective Friday, demands that all deals with Israel exclude disputed territories.
Two enemies of Jewish life beyond the "green line," Israeli President Shimon Peres and EU Foreign Policy Chief Catherine Ashton, shaking hands. The EU, in collaboration with the likes of Peres, have come up with an ingeniously evil plan to divide the Jews of Israel.

This is a proper 9 B’Av story, not so much because it bears destruction of some vital financial and cultural concerns for the Jewish State, but because it will surely deepen the divide inside Israel’s population, between left and right, or, more accurately, between those inside the green line and those on the other side.

Some antisemitic expressions are visceral and spontaneous, and so make it easier to regard them as part of the antisemite’s disturbed personality and move on. But some, very much including the subject of this story, are obviously the brainchildren of a committee, in this case a collaboration between Israeli leftists and the most repugnant elements inside the European Union.

Violating my own rule that the first one to mention the Holocaust in a debate loses, I feel compelled to say that to start a pogrom all you need is a bunch of peasants and a highly motivated priest, but to start Auschwitz you need the Wannsee Conference.

Ha’aretz reported Tuesday morning that, on June 30, the European Union has published a binding directive to all 28 member states forbidding any funding, cooperation, awarding of scholarships, research funds or prizes to anyone residing in the Jewish settlements in Judea and Samaria and in East Jerusalem. In addition, the directive requires that any future deal to be signed with Israel must include an item that determines that the settlements are not part of sovereign Israel and therefore are not part of the deal.

The new directive, disseminated by the European Commission—the executive arm of the European Union—sets the parameters of cooperation between the EU and its member countries and Israeli private and governmental entities in the years 2014 through 2020. It is expected to take effect this Friday, July 18.

A senior official in Jerusalem who spoke anonymously to Ha’aretz said the new directive is dramatic and constitutes “an earthquake.” The most significant part of the directive is the “territorial item” which appears for the first time as a compulsory component in all deals between Israel and the EU. The new item determines which areas inside Israel are eligible to receive cooperation from the EU and which are not. It determines that deals would pertain only to areas within the EU-recognized, pre-1967 Israeli borders.

“This is the first time that such an official, explicit directive is being disseminated by the EU institutions,” the senior official said. “Until today there were understandings and there were tacit agreements that the EU does not operate beyond the green line, but now they’ve turned it into an official and binding prohibition.”

The anonymous senior official pointed out that although there are some concrete ramifications to the new directive, its effect is mostly political. It will mean a humiliating blow to any Israeli government signing any contract with the EU or a member country, each time stating for the record that Judea and Samaria and East Jerusalem are not an integral part of the state.

According to Ha’aretz, there’s a great deal of anxiety in the prime minister’s and the foreign offices, and that desperate attempts by Prime Minister Benjamin Netanyahu and Deputy Foreign Minister Ze’ev Elkin to prevent the directive have failed. Senior officials at the EU have suggested that they are interested in maintaining a dialog with Israel on this matter, but since the directive takes effect this coming Friday chances are low for even a temporary suspension.

The new directive has an exception for dealing with Israeli government entities which physically reside in east Jerusalem, such as the Ministry of Justice, but only if the subject of discussion is within the green line.

“We will have to decide what we’re doing as of today,” another senior Israeli official told Ha’aretz. “We are not prepared to sign on to such an item in our contracts with the EU. We can say as much to the Europeans, but the result may be the termination of our entire cooperation in the areas of the economy, science, culture, sports and academia. It would inflict a heavy damage on Israel.”

The European Union delegation to Israel pointed out that the new directive was actually intended to prevent an all out boycott of Israel, and to enable the Jewish state to remain part of the cooperation programs of the EU, as well as receive the relevant financial funding.

“We want to make sure that Israel’s participation is never put in queation and that it will be able to benefit from all the opportunities being offered by the new economic framework for the years 2014-2010,” a statement released by the EU delegation said.

Aren’t they nice to us? The question is, do they really believe they’re doing Israel a huge favor by humiliating its government into choosing between money—a lot of money at that—and its remaining shreds of dignity.

Even I, who have supported Jewish life in all of Israel most of my adult life, find it difficult to imagine the true extent of this evil move. This goes beyond any bullying on the part of the EU regarding internal Israeli affairs. This is a brazen effort on the part of Israel’s Left and its European anti-Zionist allies to go behind the backs of the vast majority of Jewish voters in Israel and enforce here policies that are clearly against the broadest consensus, like our sovereignty over East Jerusalem.

One fast and clear way to respond—give a proper Zionist response—to this bullying, is for the Knesset to pass, this week, if possible, before Friday, the proposed bill of MK Ayelet Shaked from Jewish Home and Yisrael Beiteinu’s MK Robert Iltov to limit foreign entities’ NGO donations. Under the proposed new bill, an organization will not be permitted to receive donations from a foreign political entity more than NIS 20 thousand (roughly $5,500) in one year, if said entity rejects the right of Israel to exist as a Jewish and democratic state, calls for a boycott of Israel, or promotes the prosecution of IDF soldiers abroad.

Fight back, for heaven’s sake.

refuse the deal. "Never again" includes not having our leaders put themselves in the position the ghettos leaders had (under the Nazi administration of eastern Europe) when they were forced to choose which Jew would be surrendered to the Nazi and which Jew would be -temporarily- saved. We are all Jews and must retain solidarity.

If the EU is boycotting institutions and organizations in Yehuda & Shomron, then all residents of Yehuda & Shomron should immediately cease purchasing any products or services that come from the EU. It's all up to us!

Of course she isn't. Do you see a joke in what she said? — Anywhere???

  6. Jed Dunkin says:

This woman should be more concerned about her own country that is falling apart.

  7. Who are the members of the EU?
The EU is tryinmg to destroy Israel, and giving the PA terrorists part of our Jewish Biblical homeland.

We must all pry to Hashem to destroy those who want to destroy Israel, in favour of an invented people.
Where was the EU when Jordan OCCUPIED Biblical Judea and Samaria?

The 6 day war was the beginning of the return to Jerusalem, for the Jews and nobody else.

The 6 day war was won by Israel, with the help of Hashem.

Nobody can take away that which G-D gave the Jews.

  8. She is not joking. And she is right. Refuse the deal and boycott the UK produces. Just do without them. Retaliate.Don't play nice with this evil UN. And yes that woman should be concerned about her own country Englandinstan

harrylax30 – Not the first time we were told to make such choices. I seem to recall a woman named Sophie…

  10. I think that they should start their ties with all the higher education institutions in the PA oh wait their aren't any. They should strengthen the exports of the PA oh wait they don't have any except suicide bombers. Europeans like her and ******s like Peres are real dumb.

  11. Marsha Roth says:

Of course, everyone wants Peace! The real truth is that if all the settlements were vacated & the land given to the Palestinians, there will always be another demand by the PA & Arab countries. Their mission is to drive Israel into the Sea. End the State of Israel! Kill all the Jews possible! It amazes me that no one in the EU recognizes that. Does Peres really think this is somehow moving the issues forward towards Peace? This land, ALL of it is promised to Israel. In 1948, Arab citizens had a choice, remain Israeli citizens or leave. The smart ones stayed & prospered with the Israeli economy. The ones crying in their soup are left for Jordan & the other Arab nations to take care of. It's too bad no one wants them. Hey! You make your bed, you sleep in it! They can thank Yasser Arafat, the original terrorist, to make PA life worse, not Israel. And yet, the world gave him a medal! what's wrong in this picture?

  12. Marsha Roth, you are so right. What did the PA do with Israel after Souliman desecrated it? Nothing! For over a thousand years, nothing grew, the land was drought stricken etc, etc. Now that the land is prospering the P A want it back. The E U & UN want the gas, the oil, a rare minerals, this is also what its all about.

  13. Anonymous says:

I pray that Israel does not given in to this despicable pressure. Cultivate better partnerships with other countries. Refuse all imports from Europe. The EU has already surrendered to Islam anyway.

  14. Anonymous says:

What's wrong with this picture is that you are living in a fantasy world. "The land ALL of it is promised to Israel" is a biblical metaphor. It is not a real estate deal.

  15. Love Israel says:

Israel must stand firm. The EU has no authority to say which land belongs to Israel and the Jewish people. God alone has that authority. And All of Judea and Samaria, all of Jerusalem and much more beyond belong to Israel. Israel must have no discussions with the EU on this matter if the EU has already decided what is and what is not Israel's land.

  16. Yori – By your own stated rules you lost the debate here. I agree. You lost. You also lost by referring to a revered elder of Israel as "the likes of." Your disrespect does you no honor. Not all Jews agree about this (or any other) issue. But we should always treat each other with respect. Shalom.

  17. Larry Singleton says:

Here's something I try to post as often as I can. Feel free to steal it.

At one time I ordered some reading material, including Taha;s "Second Message", and a “study” Koran to find out what this "Islam thing" was all about. When I was sixteen I was chanting nam yo ho renge kyo to a piece of paper, (gahonzen?), having NO idea what I was doing. A few years later I hitchhiked cross country, got saved in Nashville Tenn. and went to live on a Christian farm in Mansfield Ohio. My gra'mom called me a "seeker". As I said there came a time when I wanted to understand this "religion of peace". It was Humaid's article on jihad I found in my Summarized Bukhari that decided “things” for me.

If Islam is the “religion of peace”, where in Sheikh Abdullah bin Humaid's article on jihad can I find the equivalent of “Love Thy Neighbor” and “good will toward men”? And explain its prominence, and significance almost as an “Introduction”, in a book that's described as “the most authentic and true among the books of the Prophet”: My Summarized Sahih Al-Bukhari. Also address “jihad” as it's defined in Reliance of the Traveller and answer the same question. (Chapter O-9.0: Jihad O: “Jihad means to war against non-Muslims, and is etymologically derived from the word mujahada signifying warfare to establish the religion.” And explain why the “greater” jihad is only mentioned once here and never seen again in this “Classic Manual of Islamic Sacred Law”.) Also compare Humaid's “jihad” and Emmet Fox' Sermon on the Mount and tell me which one best represents a spirit of Love and compassion. Lastly; would you pick Sheik bin Humaid to sit on a Human Rights Commission? (That's a trick question by the way.)

Maybe you can throw in an explanation of the Jews are “monkeys, pigs and rats” on page 656 and the part where Mo says, “if somebody (a Muslim) discards his religion, kill him” on page 613 in the chapter on Jihad.

Also, explain why Humaid's “jihad” shouldn't be “Exhibit A” in refuting the “religion of peace” claim.

Gaza is a place with no Israeli settlements, from which Israel has totally withdrawn to the 1967 lines, and which nonetheless has become a Hamas terror state. That’s what happens in conditions of Gazafication. So when people say that in a two-state solution, Palestinians would have a "right of return" to the West Bank and not Israel, I do not find that particularly reassuring either. Any influx of Palestinians across the Jordan poses a problem for Israel, and it is naive to dismiss it. I would like to hear how, in a two-state scenario, Gazafication of the West Bank can be prevented. I haven't heard it yet.

    Neither have I.

Two enemies of Jewish life beyond the "green line," Israeli President Shimon Peres and EU Foreign Policy Chief Catherine Ashton. What do you expect from someone who shares a Nobel Peace prize with Arafat. Peres is from the first Israeli politicians to use the word "occupation" Which has been used to legitimize so much bloodshed. As far as I'm concerned The only real occupied territory is Har Habayis.
also known as the Temple Mount. Christians know it belongs to the jewish people,, Moslems know it, the world knows it.But everyone seems to be in denial.

  24. Horrible! I would suggest that individuals take on students from the parts excluded and support them, or that organizations in EU countries that don't agree with their countries directives do so!

  27. And we who call ourselves real Christians should agree with Mayer and say that the Temple mount is the only real occupied territory!

  28. Weak leadership is a killer. We suffer from it here in the United States as well. But, in both cases it's the public's own fault. We have the opportunity to vote for who our political leadership will be. What the Prime Minister should have said is, you will either do business with Israel as it is, as a whole entity or you won't do business with it at all. The EU is the same organization who refuses to recognize Hezbollah as a terrorist group. In addition, I don't hear the EU making demands against the Arabs like, if you don't stop shooting missiles into Israel we will stop doing business with you or if you don't stop sending terrorist groups into Israel and stop your insatiable appetite for murder and mayhem we will stop doing business with you. There could be a multitude of reasons for this. Perhaps Europe knows they need oil and if they ruffle the feathers of the Arabs too much maybe some of those back room deals will go away or those hefty Arab donations will disappear. The other factor could be good old fashioned anti Israel and anti-Semitism. But, as destructive as these entities are equally as destructive is the enemy within. The primary culprit, Shimon Peres, this guy needs to retire and fast. He has had a long and storied career doing his part to destroy Israel, collect your pension and get the hell out. Enemies of Israel like Obama, Hillary and Bill Clinton and many others swear by Peres. Why, because he is weak and they know they could easily break him down to do destructive things to Israel. Unfortunately, the Prime Minister isn't much further behind. Let the Danny Danon era begin.

  29. personally I miss that one seldom hears about the fact that French and especially British mandatory powers are the initiators of the conflict in the Middle East. The Jewish Homeland as conceited would have included West and East of the Jordan river, Golan, Gaza and even part of the Sinai. Contrary to the agreements and resolutions of 1920 and 1922 in San Remo by the League of Nations the French and Brits cut litle by little the territories meant to become again the Jewish Homeland after 2000 years of Diaspora and thanks to the distruction of the Ottoman Empire. The Arabs came from neighboring Muslim countries only after an infrastructure was installed by Jews and Brits. The Hashemites are a Sheik family from Saudi-Arabia. To-day Arabs originating from all kinds of Muslim countries call themselves refugees, call themselves "Palestinians" with absolutely no right to this definition and are fed by the UNWRA (which we are paying for) the status of "refugees" being inheritated by unlimited generations – nowhere on this earth do you have a similar phenomenon. the Jews expelled from Arab countries never got this status. They were integrated in Israel in France in the US. Why don´t Israeli politicians and the public in general point out again and again all these facts, why compromise with a culture whose aim is to wipe out the Jewish state from the map?
