Blame the Israelis for not letting enough concrete into Gaza, as that must be why Hamas are forced to build substandard terror tunnels.

Hamas has an entire network of terror tunnels crisscrossing Gaza, and presumably also into Israel.
They’ve been rebuilding them since the last Gaza ended.
