The NY City Taxi and Limousine Commission test for a hack license will be given in several languages under new rules that took effect last Friday. The City Council and Mayor Bill de Blasio approved the change back in April. The TLC estimates that 4% of cab drivers in the city are US born. According to the NY Times, the TLC is trying to compete with app-based taxi such as Uber, which don’t require their drivers to be fluent in English.
