Apparently, in order to avoid possible sanctions by the US Congress, the Palestinian Authority (PA) will be moving management of its Prisoners Affairs Ministry over to the PLO (Fatah) and away direct management by the PA, according to a Haaretz report.
The Prisoners Affairs Ministry handles the monthly payments to Palestinian Authority terrorists in Israeli jails, and helps support the terrorist’s families.
The PA seems to hope the technical distinction will be enough to trick the American government, or at least provide plausible deniability.
