The Obama administration has rejected an appeal from the interim government in Ukraine that the United States send arms, ammunition and intelligence support, senior officials said Thursday.

With Vladimir Putin breathing down his neck, the last thing President Barack Obama needs is doing anything to aggravate the Russian bear, who already is fuming at the United States for “interfering” in what he calls Russian affairs.
