The IDF is trying to convince nearly 60 percent of residents living near Gaza, it's safe to return home.

Gaza children wade in raw sewage in December 2013 -- well before the start of Operation Protective Edge and while construction supplies were being shipped into the region. Hamas was not taking care of its civilians; it was too busy building its terrorist infrastructure to attack Israel.
