Two of the suspects resided in Ramallah near the Jewish town of Beit El in southern Samaria.  They are accused of planning to kidnap and Israeli soldier in order to ransom him for PFLP head Ahmed Saadat, who is serving a 30 year sentence in Israeli prison.
