Despite much speculation the circumstances surrounding the incident remain unclear. Russia and Israel have not confirmed or denied the reports.

The decision to buy the Israeli planes was allegedly pushed by Croatian Defense Minister Damir Krstičević. Israel also offered to cooperate on drone development.
