‘Brother’s Keeper’ Day 12: Fewer Arrests, More Sites Searched

As Operation Brother’s Keeper approaches the end of its second week, IDF troops are making fewer arrests and widening their search.

Just four fugitives were arrested Monday night as IDF soldiers meticulously searched for the teens. But more than 120 sites – most of them private homes – were raided in Hevron and its surrounds. On Sunday night, at least 37 arrests were made.

Meanwhile, United Nations political affairs chief Jeffrey Feltman weighed in on Monday, warning Israel to “exercise restraint” in its search.

“As the search for the missing youths continues, we call for restraint in carrying out the security operations in strict compliance with international law, and avoiding punishing individuals for offenses they have not personally committed,” he said. “The rising death toll as a result of Israeli security operations in the West Bank is alarming,” he told the U.N. Security Council at its monthly meeting on the Middle East. Feltman expressed concerns over the possibility of a third intifada starting against Israel by PA Arabs.

So far, the troops have searched 1,800 buildings for 19 year old Eyal Yifrach, and 16 year old Naftali Frenkel and Gilad Sha’ar. In the process, they came up with the accused murderer of Judea and Samaria Police Commissioner Baruch Mizrachi. The accused is a terrorist who was released early from prison as part of the prisoner exchange deal that returned former IDF soldier Gilad Shalit to his family two and a half years ago. Shalit was kidnapped by Hamas terrorists in a cross border raider near the Kerem Shalom crossing, and held captive for more than five years. Israel freed more than 1,000 Palestinian Authority Arab terrorists, including hundreds of murderers with Jewish blood on their hands, in order to rescue him.

But the troops have yet to find the three kidnapped boys they are now searching for. Their second goal – neutralizing Hamas in Judea and Samaria – is also part of the continuing operation. More than 360 Hamas terrorists have been arrested in the past 12 days, including at least 60 who were released in the Shalit prisoner exchange deal. Those will be remanded for separate court hearings to determine whether they have violated the terms of the pledges they signed upon their release — and if so, each will return to prison resume serving the remainder of their sentences.

A third goal has also been added to the operation: beefing up defenses for Israeli residents of Judea and Samaria so their daily routine will no longer be disrupted by security issues.

The upcoming Islamic holiday of Ramadan, a month-long daytime fast observed by religious Muslims, is one the IDF is taking into consideration as well. “It is important for us to maintain routine relations with the Palestinians in whose communities we are carrying out our searches,” said a security source. “Ramadan is no obstacle, and we will continue to do whatever is necessary to track down the boys, with due consideration for the local population.”

Operation ‘Brother’s Keeper’ #11: 37 Arrests, 80 Sites Checked, 7 Hamas Closures

It’s the 11th day of Operation Brother’s Keeper, since 19 year old Eyal Yifrach, 16 year old Naftali Frenkel and 16 year old Gilad Sha’ar were kidnapped by Arab terrorists.

Thousands of soldiers are out around the clock, searching for the kidnapped boys and putting pressure on the terror organization behind the abduction, Hamas. But they haven’t found them yet. Terrorism experts have assured journalists that the boys are “still alive… That’s the working assumption.”

Sunday night and the wee hours of Monday morning were spent hunting down and arresting 37 Palestinian Authority unity government fugitives in Hevron, El Aroub, Shechem, Tulkarem and Jenin. The process was not an easy one: each came at the cost of violent encounters with rioters as the IDF soldiers came to take the terrorists into custody. Since the operation began, more than 360 terrorists have been taken into custody — most of them members of Hamas.

Seven organizations linked to Hamas in various locations around Hevron and in Jenin were shut down, and eighty separate sites were searched meticulously for some sign of the kidnapped boys.

Hundreds of illegal weapons have been confiscated over the past 10 days, and IDF soldiers found numerous previously unknown tunnels and bunkers dug under Arab homes in Hevron.

Late Sunday night, Gaza-based Hamas leader Ismail Haniyeh praised the terrorists, saying “the youth of the West Bank have restored honor to the intifada, the greatest legacy in history.”

Haniyeh’s Ramallah-based partner in the PA unity government, Fatah leader Mahmoud Abbas, said at his office in the Samaria PA capital the kidnapping was “unjustified and unacceptable.” He added that Israelis should see Palestinians in the same way, and realize they are “human beings like them.”

The Islamic holiday of Ramadan – in which observant Muslims fast during the daylight hours for the entire month – is due to begin shortly. However, Israeli defense officials say they do not intend to relieve the pressure until the boys are found.

2 Days After Pope’s Visit, Bethlehem Church Fire Not Arson?

Just two days after Pope Francis visited the Church of the Nativity in Palestinian Authority-controlled Bethlehem, there was a fire. Coincidence?

The church — important to Roman Catholics around the world — is built over the grotto believed to be the birthplace of the founder of Christianity, Jesus. It is considered one of the holiest sites in the faith.

A cleric at the church, Father Ibrahim Faltas, denied the fire had been set intentionally and claimed a candle tipped over near a curtain, setting it aflame.

The once-mostly Christian town of Bethlehem — controlled today by the Palestinian Authority — is now populated by a Muslim majority. Christian residents have been systematically attacked by local Muslims and quietly have fled, until now only a small fraction remain. The Pope, however, made no reference to the vicious campaign of harassment carried out against his people during his visit to the region, focusing instead of Arab-Israeli relations.

Arab Violence Closes Temple Mount to Visitors Again

Israel Police closed access to the Temple Mount to Jews and other non-Muslims on Thursday due to Arab violence a day earlier, and a resulting threat to safety that might follow.

This, on the day that tens of thousands of Jews gathered below at the Western Wall plaza in the Old City of Jerusalem for the traditional Birkat Kohanimthe priestly blessing from Jerusalem. The benediction is pronounced during the morning service on the festivals of Passover and Sukkot.

The decision to close the site was made by security personnel following Arab violence at the Temple Mount on Wednesday. One police officer was wounded, as were 24 others. One of the wounded was listed in serious condition, and 15 sustained moderate injuries.

Nearly 100 young Arab rioters clashed with police in fierce battles at the holy site, hurling large rocks they have stockpiled in large caches at the Al Aqsa Mosque, where they barricaded themselves for protection.

The rioters also hurled firecrackers at the police from inside the Islamic house of worship, as security personnel used stun grenades and tear gas to force the mob further into the mosque.

The Arab strategy – designed to prevent Jews from ascending to the Temple Mount for any length of time — is very smart, taking advantage of the Israeli government policy of not allowing police to enter the mosque. The site itself is administered by the Islamic Waqf Authority; at this point, Israel has essentially ceded control to Arab Muslim officials.

Six Arab youths were reportedly arrested during the night and early Thursday morning in connection with the disturbances.

Ultimately, Israeli security officials told Channel 2 news on Wednesday they will have to force their way into the mosque to take away the caches of stone weapons, which are just as lethal as any bullet when properly aimed and hurled.

It is important to realize that the huge piles of rocks and slabs of stone with which the young terrorists are attacking Israeli security personnel, tourists and other visitors to the site, are being stockpiled with the  knowledge and consent of the Islamic clerics in charge of the mosque. Those clerics — and their actions — are fully backed and supported by the Arab leaders in the region, including King Abdullah II, the Hashemite monarch of Jordan.

‘Muslim’ Boy Escapes Arab Village and Holds Bar Mitzvah at Kotel

A 13-year-old boy born to a Jewish mother and raised in an Arab village celebrated his Bar Mitzvah at the Western Wall last week after she had escaped with him and her two daughters from her “prison at home.”

Details of the dramatic rescue mission cannot be published, said the anti-missionary Yad L’Achim organization, which engineered the escape.

The location of the Arab village is not known, and lips are sealed on how the woman, identified as “R,” was able to contact Yad L’Achim despite prison-like conditions imposed on her by her Arab husband. No information has been released about the ages of her two daughters.

The boy, identified as “S,” recited the blessing over the Torah in a tear-jerking celebration last Monday at the Kotel in Jerusalem. On his way to the Western Wall, a social worker who accompanied him asked what he would have said a year ago if told that he would be celebrating his Bar Mitzvah at the Kotel the following year.

“S” replied, “I would have asked, ‘What’s a Bar Mitzvah.?’ My father forbade my mother to speak anything about it, and I didn’t even know I was Jewish.”

“R” suffered two decades in what is a common story of a young Jewish woman falling into the charms, and usually gifts, of an Arab and then marrying him, converting to Islam and becoming a prisoner in his house and a victim of wife-beating.

Her Arab husband prohibited her from making contact with other women in the village, and he did not allow her to step out of the house alone.

After the rescue, Yad L’Achim took the woman and her children to a “safe” house and helped provide the means to help her rehabilitate back into normal life.

Relying on the organization’s legal advice, she filed a complaint with the police, charging her husband with violence, and she nullified her conversion to Islam in a Rabbinic Court.

Abbas’ Removal of Religious Identity from ID a Two-Edged Sword

The Palestinian Authority announced on Sunday that “the part that defines the religion of the Palestinian citizen has been erased” has been erased from identification cards.

Hassan Olwi, a director in the Palestinian Ministry of Interior, told the Chinese news agency Xinhua that the decision was made a few days ago in accordance with PA law upholding religious and racial equality.

Removing religious identity may be aimed at undermining Prime Minister Binyamin Netanyahu’s demand that Abbas recognize Israel as a “Jewish state.” After all, if Palestinian Authority Arabs are not defined as Christians or Muslims, then why Israelis should be defined as Jews, Muslims, Christians or whatever?

More interesting, “religious and racial equality” apparently does not include allowing Jews to live in a future Palestinian Authority country.

However, Hamas, views the announcement exactly in the opposite.

Hamas official Taher Al-Nunu charged that Abbas “is preparing the way for the execution of Kerry’s plan which demands that the Palestinian Authority absorb Jewish settlers into the Palestinian society as binational citizens of its proposed state,” the terrorist organization’s website stated on Monday.

Britain: ‘A World Capital for Islamic Finance’

The London Stock Exchange will be launching a new Islamic bond index in an effort to establish the City of London as one of the world’s leading centers of Islamic finance.

Britain also plans to become the first non-Muslim country to issue sovereign Islamic bonds, known as sukuk, beginning as early as 2014.

The plans are all part of the British government’s strategy to acquire as big a slice as possible of the fast-growing global market of Islamic finance, which operates according to Islamic Sharia law and is growing 50% faster than the conventional banking sector.

Although it is still a fraction of the global investment market — Sharia-compliant assets are estimated to make up only around 1% of the world’s financial assets — Islamic finance is expected to be worth £1.3 trillion (€1.5 trillion; $2 trillion) by 2014, a 150% increase from its value in 2006, according to the World Islamic Banking Competitiveness Report 2012-2013, published in May 2013 by the consultancy Ernst & Young.

But critics say that Britain’s ambitions to attract investments from Muslim countries, companies and individuals are spurring the gradual establishment of a parallel global financial system based on Islamic Sharia law.

British Prime Minister David Cameron announced the plans during a keynote speech at the ninth World Islamic Economic Forum, which was held in London from October 29-31, the first time the event has ever been held outside the Muslim world.

“Already London is the biggest center for Islamic finance outside the Islamic world,” Cameron told the audience of more than 1,800 international political and business leaders from over 115 countries.

“And today our ambition is to go further still. Because I don’t just want London to be a great capital of Islamic finance in the Western world, I want London to stand alongside Dubai and Kuala Lumpur as one of the great capitals of Islamic finance anywhere in the world.”

Cameron said the new Islamic bond index on the London Stock Exchange (LSE) would help stimulate fixed-income investments from Muslim investors — especially investors from oil-rich Persian Gulf countries — by helping them identify which listed companies adhere to Islamic principles.

Investors who practice Islamic finance — which is said to be structured to conform to a strict code of ethics based on the Koran and Sharia law — refuse to invest in companies that are linked to alcohol, gambling, pornography, tobacco, weapons or pork. Islamic finance also forbids collecting or paying interest and requires that deals be based on tangible assets.

Unlike conventional bonds, sukuk are described as investments rather than loans, with the initial payment made from an Islamic investor in the form of a tangible asset such as land. The lender of a sukuk earns money as profit from rent, as in real estate, rather than traditional interest.

Cameron says the British Treasury will issue £200 million (€235 million; $320 million) worth of sukuk as early as 2014. The objective is to enable the government to borrow from Muslim investors. The Treasury plans to issue fixed returns based on the profit made by a given asset, thereby allowing Muslims to invest without breaking Islamic laws forbidding interest-bearing bonds.

The Treasury also said some sukuk bond issues may require the British government to restrict its dealings with Israeli-owned companies in order to attract Muslim money.

Although Britain has already established itself as the leading secondary market for sukuk — the LSE has listed 49 sukuk bonds worth $34 billion during the past five years — such bonds have rarely been issued from local firms and never from the government.

“For years people have been talking about creating an Islamic bond, or sukuk, outside the Islamic world. But it’s never quite happened,” Cameron said. “Changing that is a question of pragmatism and political will. And here in Britain we’ve got both.”

According to Cameron, this “pragmatism and political will” is being influenced by the fact that Islamic finance is “already fundamental” to the success of the British economy. Indeed, it is.

Britain is already the leading Western center for Islamic financial and related professional services. It is a leading provider of Sharia-compliant finance, with reported assets of $19 billion, according to Islamic Finance 2013, a new report published by The City UK, a financial sector lobby group.
