Al-Okabi’s brother also knew that he had purchased a gun and was starting to get involved in extremist ideology about the Temple Mount as well. He too is now being investigated on charges of failure to prevent a crime.

It was when Levi entered a bathroom at the bus station that al-Okabi seized the opportunity to kill him, grabbing his weapon, which he then used to fire at other travelers as well.
