Fatah Central Committee member Mohammed Shtayyeh, PLO Executive Committee Secretary-General Saeb Erekat, Palestine Investment Fund chairman Mohammad Mustafa and Civil Affairs Minister Hussein Sheikh are all allegedly in the running as top-tier candidates for prime minister.

According to the report, Abbas is attempting to recruit members of the Democratic Alliance, the Palestinian National Initiative and others to become part of the new government, which he has said will be formed without Hamas.
