The Obama administration, which has resisted any sort of  military intervention in Syria, recognizes that the current situation is untenable and has implied that it might have to consider other options if a political solution remains unattainable.

Approximately 6,400 civilians and 1,600 army defectors have been killed since the uprising began in March 2011, according to figures quoted in the UN report.
