What we see from this mishnah is that we do not consider any of the gentile peoples as being indigenous to the lands they presently occupy. Consequently, the Biblical prohibitions that enjoin those nations from entering the Jewish people do not apply to those who currently inhabit their lands. Thus, it would seem that no gentile is bound to circumcise himself.
