I believe that there is no implication from the Gemara that a father of a girl who converts, even though her father did not convert, can still marry her off. This cannot be true since once she converts she is completely out of his domain. Perhaps we can explain the Gemara as follows: first Yehudah asked if she was Jewish, to which she responded that she was a convert. However, she could have converted when she was a gedolah. Yehudah then asked if while she was a ketanah perhaps her father married her off. To this Tamar responded that she was indeed an orphan.
