The halachah of kim lei b’drabba minei applies only to one who performs two actions which result in a financial obligation and a chiyuv misah. However, if one has a chiyuv misah on himself without performing any actions, this chiyuv misah cannot exempt him from any financial obligations. The logic for this is that the halachah of kim lei b’drabba minei dictates that an action can obligate one in only one punishment and it is the more stringent of the two. However if one’s actions only obligate him in one punishment he will receive it even if he has another punishment resulting at the same time from something else, which he has not performed. Therefore, according to the Raavad and the Rambam, if one who is uncircumcised endures a monetary obligation, he will be obligated to pay it.
