Russian Foreign Minister Sergei Lavrov warned Israel and western countries not to attempt to stop Iran’s nuclear program through military means.
“Attempts to prepare and implement strikes on Iranian nuclear facilities and on its infrastructure as a whole are a very, very dangerous idea. We hope these ideas will not come to fruition,” Lavrov said at his annual news conference, according to a report by Reuters.

He also said he believes Iran would be open to negotiating to allow international inspectors to visit its nuclear facilities.

The only incentive that could make Iran agree to end it's nuclear weapons program and verifiable inspections is the military threat.
Telling their people that years of sanctions privations was for nothing, and suddenly it's possible to drop the nuclear program could seriously destabilize the regimes grip on power. Only massive military strikes threaten their grip on power more.
With the appointment of Chuck Hagel the Iranians believe the military threat is over.
This would leave only a real military strike as the only way to stop Iran.
