Issawiya is located on Mount Scopus, near Hadassah Medical Center. Under the jurisdiction of the Jerusalem Municipality, its citizens are considered permanent residents of the city, entitled to live and work in Israel without special permits. As permanent residents, they are also entitled to social benefits provided by Bituah Leumi (Israeli National Insurance Institute) and Israeli health insurance.

Every evening, since the beginning of last summer, dozens of Police and Border Police officers come into the alleys of Issawiya in a convoy of armored vehicles, they walk the streets and do random searches on all vehicles entering the village. At one point, one of the residents throws a stone at the police, which in response raid the nearby homes and carry out a series of arrests that usually end in release a few hours later.
