Rabbi Feinstein adds: “Many localities do not observe the laws of shemittat kesafim and thus do not draw up a prosbul.”

He cites the TerumatHaDeshen (Siman 304), who states that even though Rashi, the Ba’alei Tosafot, R”I (Rabbenu Isaac Dampiere), and Rabbenu Tam, as well as many of the early Geonim, all rule that we do observe shemittat kesafim in the Diaspora, we don’t have rabbis of authority today who can enforce the observance of shemittat kesafim.TheTerumatHaDeshen adds that this observance was instituted only in those lands in proximity to Eretz Yisrael.
