It is for this reason that a kohen who is intoxicated cannot issue his psak regarding tzaras, even though he is echoing the words of the yisrael talmid chacham. For ultimately he is issuing the psak and he is entering the Beis Hamikdash. A shoteh on the other hand, may enter the Beis Hamikdash and therefore may echo the words of the yisrael talmid chacham and issue a psak.
