Palestinian Authority Received $357 Million From US State Dept in 2016

A report last week that the Palestinian Authority received no funding at all in 2016 from the United States has been proven untrue in an expose by the Times of Israel.

According to the report, the Ramallah government has received more funding this year from the U.S. State Department than from any other foreign source.

As a matter of fact, a State Department official provided information to the news outlet on Thursday that proves the United States gave the Palestinian Authority more than $357 million in financial aid in 2016. Add to that another $355,177,827 contributed by the United States in 2016 to UNRWA – the United Nations Relief and Works Agency – which included an allocation of $95 million solely for Gaza and the PA-controlled areas of Judea and Samaria.

UNRWA is the agency dedicated solely to helping “Palestinian refugees” in Lebanon, Jordan and Syria – the only refugees in the world to be defined from one generation to the next, now going into the fifth generation, and numbering past five million, rather than having be accepted and absorbed by their “Arab brethren.”

PA Prime Minister Rami Hamdallah had told the official Voice of Palestine radio station on December 8 that his government had not received any funds from the United States in 2016, calling it a “financial siege” on the Palestinian Authority.

“We hope that this aid money will be paid,” he said, the Palestinian Media Watch (PMW) translated from a clip of the program.

But it turns out Hamdallah was playing semantics, with a reference to the difference between fiscal year approval and transfer of payment, which the U.S. government disburses via the USAID agency in the form of project funding in a one-year delay, which Hamdallah knows perfectly well. “Projects” can include anything like bills for education funding – utility bills for schools, for example – hospitals, direct payments to contractors who build or repair infrastructure… anything other than salaries for terrorist inmates sitting in Israeli jails.

The monies for 2016 were approved actually in 2015. The monies for 2017 – according to Hamdallah, $263 million, were approved by Congress in 2016. Somehow he has gotten the figure wrong, however: according to the figures from the State Department, $261 million was approved by Congress. TOI was unable to reach Hamdallah’s office for comment on the difference in the numbers.

British MP Acts Against Jibril Rajoub Following PMW Report

The PMW report referred to by MP Ryan includes over 20 pages of examples of Rajoub’s statements and activities promoting terror, prohibiting peace building events, and glorifying terrorists, such as the examples below:

“I say that whoever carried out individual acts of heroism (i.e., referring to terror attacks), we in the Fatah Movement bless and encourage them. We consider them heroes and a crown on the head of every Palestinian… beginning with our brother Muhannad Halabi (who murdered 2 – Ed.)…”

In 2005, the British Home Office recognized glorification of terror as one among several “unacceptable behaviours.” The Home Secretary is empowered to bar an individual engaging in one or more of these “unacceptable behaviours” from entry to British soil:
“The power to deny a person the ability to enter the UK is an important tool… Individuals can be excluded… under the unacceptable behaviours or extremism exclusion policy.”

Jibril Rajoub’s statements and actions during the recent terror wave (as documented by PMW) clearly put him in this category.

FM Director-General Dore Gold Thanks Norway For Blocking Payments to Jailed Arab Terrorists

Foreign Ministry Director-General Dore Gold thanked Norway on Sunday for blocking foreign aid payments that were being used to funnel funds to Arab terrorists by the Palestinian Authority.

Gold spoke with the Norwegian Ambassador Jon Hanssen-Bauer in order to express Israel’s appreciation with the decision taken by Norway’s Foreign Minister Børge Bren regarding Norway’s financial contribution to the Palestinian Authority’s coffers.

Norway has made clear that under no circumstances would it contribute funds that would be transferred to support convicted terrorists and their families.

D-G Gold stated that Israel supports aid to the Palestinian Authority — as long as such aid does not incentivize terrorism.

“It is outrageous that killing Israelis has become a source of income for many in the PA,” Gold said. “This completely contradicts what peace is all about. These payments incentivize terrorism and must be stopped,” he added.

Earlier this month, Norwegian Foreign Minister Børge Brende met with PA leader Mahmoud Abbas in Ramallah and told him that the “extensive support program” of his government, making payments to security prisoners (terrorists) in Israeli jails, is unacceptable and should stop.

The payment program was first exposed by the Palestinian Media Watch (PMW) watchdog organization in 2011.

PMW Reports PA’s ‘Billion Dollar Fraud’

A special report by Palestinian Media Watch reveals a major fraud by the Palestinian Authority, through which it is reaping more than a billion dollars in foreign aid annually.

In 2014, the PA announced that in order to continue receiving more than a billion dollars in financial support annually, it was acceding to US and European donor countries’ demands that the PA stop paying salaries to terrorist prisoners. The PA claimed the money for prisoners’ salaries would no longer be paid by the PA but instead by the PLO.

Even though PMW warned at the time that this was nothing more than a ploy, the US and the EU countries accepted the PA’s assurances, and continue to pay the PA more than a billion dollars in financial aid every year.

The PMW special report cites numerous official PA sources and statements by officials, showing that the PA is violating the trust of the US and the EU. According to all these sources, the PA Ministry of Finance continues to make the decisions and remains the source of the money for paying salaries to terrorist prisoners.

In addition, records of the PA Ministry of Finance show money transfers the PA made to the PLO in the years 2012 – 2015. These transfers show a noteworthy money trail used to transfer money that is used for terrorist salaries from the PA to the PLO. In 2015, after the PA had assured Western donors it was no longer paying the salaries, and after it had closed the Ministry of Prisoners’ Affairs, it suddenly transferred more than double what it had transferred to the PLO in previous years. The additional amount transferred by the PA to the PLO in 2015 was almost identical to the budget the PA Ministry of Prisoners’ Affairs used to have. This extra money the PLO received from the PA in 2015 matches the amount the PLO now needed to pay the salaries of terrorist prisoners.

The payments may be made by the PLO, but the money is still PA money.

Since it continues to fund salaries to terrorists, thereby clearly violating its promise to donors, the PA should be ineligible to receive Western donor money. However, through this deception the PA is still reaping over a billion dollars in foreign aid.

YouTube Reinstates Cancelled PMW Account

The video sharing YouTube service has quietly reinstated the Palestinian Media Watch (PMW) watchdog account.

Without fanfare or announcement, the PMW videos that expose Palestinian Authority media incitement against Israel and Jews have been reinstated to the site.

The video sharing site suspended the media watchdog’s account last Thursday for allegedly violating its “terms of service” by exposing the violent incitement broadcast on Palestinian Authority TV.

Israeli Arab MK Ahmed Tibi Hosted at White House, State Dept. [video]

Israel Joint Arab List MK Ahmed Tibi was hosted for meetings over the past several days in Washington DC by officials at the White House and State Department.

Tibi met with U.S. President Barak Obama’s chief adviser to the Middle East, Robert Malley, and other senior officials at the White House.

The Israeli Arab lawmaker met with U.S. Special Envoy for Israeli-Palestinian Negotiations Frank Lowenstein, and Christopher Henzel, director of the Office of Israel and Palestinian Affairs, at the State Department as well.

“Simultaneously with our struggle within Israel, the Knesset and outside it, it is necessary to spread the word regarding the Arab public’s situation and distress to the international community, including the United States,” Tibi told journalists at a news conference.

He spoke about the “institutionalized discrimination against Arab citizens in all walks of life, including the demolition of homes, the lack of employment and racist legislation.

“Once again I found a lack of knowledge on our social and political situation, and this requires all of us to increase our efforts in the important international forum,” Tibi said.

“There is not a single member of the current Israeli government, including [Prime Minister Benjamin] Netanyahu, who publicly supports the vision of the two states and the establishment of an independent Palestinian state; whereas all the Palestinian ministers support that vision,” he added.

It is especially important for readers to understand exactly who MK Tibi is, and which “struggle” he refers to when he appears in the White House and the State Department to lobby for “his people.”

Tibi — who is currently Deputy Speaker of the Knesset and paid generously with Israeli taxpayer money – was seen at a September 2011 Palestinian Authority event carried on PA TV openly praising Arab terrorists with the symbol of the late PLO Chairman Yasser Arafat (the black-and-white keffiyeh) around his neck. The footage is provided and his remarks are translated by the Palestinian Media Watch (PMW) monitoring organization.

“Nothing is more exalted than those whom Israel dubs ‘terrorists-shahids,’” he said. In local Arab culture, the word – which literally translates as “martyrs” – is used to refer to those who die while trying to murder Israelis. “In the history and struggles of nations, the shahid is the ultimate glory,” Tibi told his audience at that time. “There is no value more August than the Shahada (the act of dying for Allah.) The shahid is the trailblazer, drawing with his blood the path to freedom and liberation. The shahid is the symbol of the homeland.”

While Tibi has been visiting with U.S. officials his party colleagues in Israel were visiting with the families of Arabs who were killed while carrying out terror attacks against Israelis.

This past weekend, Prime Minister Benjamin Netanyahu requested Attorney General Avichai Mandelblit weigh the possibility of taking legal steps against Israeli Arab MKs Hanin Zoabi, Jamal Zahalka and Basel Ghattas of the Joint Arab List in connection with their visit last Tuesday to the families of several Arab terrorists.

Palestinian Authority Government Incites Arab Women in Media Campaign

The Palestinian Authority government is now actively targeting Arab women in a new media campaign, the Palestinian Media Watch organization warns.

In this latest campaign, according to the PA Minister of Women’s Affairs, women in the Palestinian Authority are “different” from all others. Minister Haifa Al-Agha, herself a woman, extolled their “uniqueness” in an interview translated by PMW.

The Arab woman living in the Palestinian Authority is differentiated “from the women of the world as [only] she receives the news of her son’s Martyrdom with cries of joy,” Al-Agha told the Al-Hayat Al-Jadida in its November 7 edition.

“By praising mothers for their ‘cries of joy’ Minister Al-Agha is sending a message to PA society to attack Israelis without fear of death because Martyrdom for Allah is said to be the highest value and highest achievable status,” the PMW pointed out in a bulletin.

The minister also added the such women are noteworthy not only because they celebrate death, but because they also fight, praising their “significant presence in the field and battle arenas.”

In the current wave of terror, there have been a number of cases – including one this morning (Tuesday, Dec. 1) – in which Arab women and girls have attacked, or attempted to attack Israelis. Some, including those as young as 14 years old, have succeeded and a few have managed to murder people.
